Factors affecting the release of open educational resources

Abstract

This paper examines key factors influencing the creation and release of Open Educational Resources (OER). The data was collected as part of an evaluation of a national programme aiming to release large numbers of OER: the Higher Education Funding Council for England (HEFCE) Open Educational Resources Programme. Data was collected across projects in 29 universities and colleges nationwide, examining open release of educational resources by individuals, institutions and national subject centres. A range of factors impacting upon OER creation and release emerged including the underlying motivations to openly release resources, legal and quality issues, resource hosting and long-term sustainability issues.
